Read the text as a sports news report

The prescribed report opens with the result because news writing gives readers the most important fact first. Italy won the European Championship for the second time after defeating England 3–2 on penalties at Wembley. Goalkeeper Gianluigi Donnarumma stopped the decisive attempt after England missed three consecutive penalties.

The report then expands the lead with celebration, disappointment, records, previous tournament history and key moments. This inverted-pyramid structure differs from a story that hides the outcome until the end.

A strong conclusion sets conditions: hosting can be beneficial when transparent budgeting, existing infrastructure, community use, labour protection and long-term planning make public value greater than opportunity cost.
